Everton are ever-present in the Premier League, so that makes some sense. Southampton and West Ham over Villa and Newcastle, who've spent more time than them in it? No idea. Presumably their owners reacted more positively to the plans. There's no logic to it, that I can see.
It's based on longest current reign so would change once we were relegated. Not sure why Wolves woulde so deserving mind.

The answer to your question is that they’ve just pulled something out of their arse, to try and get 3 more clubs onside, as they’d need 14 to get this through.
