A question.. why are the Saudi’s currently stepping up efforts on anti piracy since they ‘withdrew’ if it’s not to show even more willing to the PL to fix the problem.

I agree. I think they have stepped up their efforts to convince the PL they are squeaky clean.
Because they face sanctions if they are complicit. They’ve committed to it now.
I tried that on the missus. It didn't work she had proof I hadn't. DNA or something. Its a similar thing here, we have proof they pulled out.
Its done, people just need to move on.
