At this point the Premier League should simply say something along the lines of..... 'This has been a lengthy and complicated process due to the huge size of the deal. Due to Covid 19 and other reasons, blah blah blah, we were still in the process when the Saudi's pulled out of the deal for these very reasons. Therefore we do not feel the need to comment further.' I would expect a statement like that in the near future if the deal has indeed been withdrawn.
However I am of the understanding that there are many takeovers that fail that are not even made public. Have the Premier League ever had to make a statement regarding specific fit and proper tests in the past? Should they feel obliged to do so? Would this be new ground if they were forced to do so? Would the Saudi's even want the Premier League to make a statement revealing the truth? The only thing that the Premier League need to explain is the length of time it has taken. Simple answer, blame what the Saudis blamed, Covid 19. Not a good excuse, but its an excuse.

where the PL will come unstuck is the fact that they won’t have co silted other clubs on the Man City deal... so have actually set a precedent. This will be what Ashley and or PIF will go after, as well as restraint of trade, loss of revenue etc... If I were PL I’d put the word out that it will be passed if they reinstate the bid.. and then say they spent ages deliberating etc but as per the current tests had to pass it.. but will overhaul the rest for the future.

The PL are out of options. The only recourse as I see it is to pass it, if it still exists, because they have to do one or the other and the MP's are banding together (there's more than 40, it's not a small number) to challenge it in parliament. Fail it they face at least 2 legal challenges (which they'd lose). Pass it and they have some disgruntled teams and may accelerate a breakaway (which will happen eventually anyway).

The moment the Saudi's officially stated that they had pulled out of the bid and gave their reasons (bullshit) then they cant sue the Premier League surely? The Premier League can just give the same reasons for the delay. If the Saudis come back to the table, and Covid 19 and its financial implications are a distant memory, then the Premier League will **** themselves.
