The reason the Government won't is for the very reason that we have brave people on the streets protesting against the imposition of an arbitrary nonsensical and pointless denigration of our freedom and dignity, freedoms that you would so easily and quickly throw away.
Do you have any idea why billionaires set up foundations?
It's not to gain more money or even power. It's because they have more money than they would ever be capable of spending and a short life span, with this in mind they set up a lasting legacy that can use that money for the good of many (and maybe keep their name alive in some cases). This is a great altruistic thing to do and we should be grateful that some use their wealth in this way.
