The USA, and the rest of the developed world, should have learned from it’s experience with prohibition. In fact it finally has, but it’s taken nearly 100 years.
Banning alcohol allowed crime bosses like Al Capone and the mob to build their power bases. When booze was legalised, crime bosses turned their businesses to illegal drugs (and gambling, which is still illegal in many States). Meanwhile the taxes on booze have provided a revenue stream to which all governments have become addicted. Wait and see how quickly the States that have legalised Marijuana, become dependent on that tax revenue.
Prohibition doesn’t work. People are going to get off their heads, legally or illegally. They are also going to gamble, and visit prostitutes, but that’s another story.
Criminalising an activity millions are indulging in regularly, is ******ed. The market for drugs isn’t going away; far better to regulate it, and use some of the tax revenue gathered from it, to mitigate the damage it can cause.

If you’re talking about North African and Middle Eastern countries where alcohol is illegal, hashish and/or opium is widely available in most of them. Human beings, for whatever reason, have this need to get intoxicated.
Tbh I'm not advocating using those approaches, but that there is a choice and certain methods can have an effect. The question is which do we choose because each has advantages and disadvantages. Strict or draconian methods can work.
Personally I'd go for the legalising option BUT with the condition that it's treated like cigarettes and not advertised even though it's legally and widely available. And the reason I say that is because I see the negative effects of gambling which imo is out of control, and I'd worry about the same effect with legalising drugs.

I'd include alcohol but maybe put a watershed on for advertising unless there's already one there.
Legalising is one thing but trying to create a responsible approach to having it needs to go hand in hand with that. There are some really scary stories coming out of U.S. states which have legalised cannabis. Imo a result of a combination of the lure of revenue coupled with a complete lack of promoting its use responsibly.
