The community shield is an invitational event. By default the PL and FA Cup winners get first refusal to attend, but sometimes it's been played between teams that won neither and didn't even come second in the league. The UEFA Super Cup is guaranteed to be played between the actual winners of the top two European international competitions. (Unless City win the CL this year and get banned of course.)
