Arguably when you have to draw one at all.
That's the point, clear and obvious would not require the slide-rule lunacy we're seeing in almost every decision. If it's to close to call with the naked eye it should be 'play on'...
Arguably when you have to draw one at all.
Where do you draw the line of clear and obvious?
At last even those who oversee things admit that it's being to forensic in premier league compared to other leagues....

Ashley young at old Trafford that led to Derry being sent off as an example.....
An obvious error obviously!!!!
Where the officials clearly made a wrong decision.....it ain't rocket science....cut out the subjective decisions....

If you use it for offside there has to be a line.
It is supposed to be a clear and obvious mistake, if you have to use a line and forensically examine it to the width of a toenail then that is not clear and obvious and you have to question the technology when it is at an angle to the camera. This system is flawed...

Don't use it for offside then.

Just watching Millwall v Luton,Matt Smith is giving as good a performance of centre forward play not seen at Loftus Road since last season![]()
Smith has made 1 and scored 1 for Wall. Wish we had him and not Wells.
