That article also suggests a few massive under the table backhanders have been given out too.

My youngest will be going into his final year in Swansea University, has enjoyed his last two years, my observation is that without the Chinese the place would close.......<cheers>

That doesn’t make them part of the Civil Service. University staff are not civil servants as they do not work for the Crown.

In fact, I think Unis, although public bodies partly funded by the government, are more like independent corporate concerns these days.
