There's one key difference between lfc and Dortmund.
Dortmund technical director called the shots.
However until klopp left no players like gotze returned to Dortmund so perhaps he's been consistent there.
He does have quite a record in terms of players signed

We know for facts mane, salah, vvd, alisson were his direct must haves. He said ox was a long time admiration. Keita was another. His first ask at off was Matip and we got him on precontract within 3 months of klopp arriving.

They're conservative numbers by any standard. He wants who he wants but he genuinely also wants value for money.
