Yeah Chilks, I have the ö on my keyboard. Its just that it means oe and the Germans are slowly changing how they write.

Yes, that’s what I picked up on, not the oe for ö!
 
Press and keep your finger on the "Alt" button on your keyboard. While holding it down type 0252 on your numeric keypad (to the right of your k/b). Come back and tell us what happens.

You may need to check that the "num lock" key at the top right is engaged (there should be a light to indicate the number lock is on). It's worth the effort for the manager!
