Not necessarily. They don't really need anyone do they. Yes it's best to improve of you can but they've just pissed the PL whilst winning a cup and having a half decent CL season too. I'm sure they'll manage if they don't sign anyone

Man City don't need to strengthen. Jorginho certainly wouldn't 'strengthen' them anyway.
