No one has ever claimed that Bush planned anything, the guy is a delinquent puppet for the cameras. But he knew about it and high ranking members of his administration were in involved, mainly in ordering the standown of NORAD.
Very few people will have known the full story, and alot of people would have been working on a need to know basis.
