I really don't beleive this just happened by accident so staging this deliberate insult to russia (not just putin) seems an unnecessary provocation.

The old adage don't mix sport and politics comes to mind, the FA dont allow political ribbons or badges or emblems as Pep will testify but they'll allow the scruffy headed prick Johnson to gradually make it impossible for England to compete in the World Cup without a whimper.
All the rhetoric and anti-Putin and Russia ****e should be purely about the poisoning of the ex-spy and his daughter, and that goes for Labour politicians too.
Depends on the State, in Texas you can pretty much shoot anyone you like and not face repurcussions as long as they are on you land and irritating you.
In California or New York you have to have a reason to shoot someone, such as self defence, or you temporarily had insanity... Just for the second you pulled the trigger.
There are obviously racist cops, racist civilians and illegal racial profiling that goes on; however, I think this is over exaggerated because it makes good news that the police all go after black people.
I think a lot of it is socio-cultural too. If you're wearing a hoodie shadowing your face, with a coloured rag hanging out a pocket and excessive jewelry, you're going to be treated as a criminal by cops whether you are black or white.
Unfortunately, ghetto and gang culture is more common with blacks because they are historically poorer and live in poorer areas.
Yeah. Certainly cases where the police are systematically and institutionally racist, but I suspect that is overplayed in the media to what is the norm.
I would have to assume theres well known lines that when a cop crosses into whatever area he changes form low alert to high alert and frankly... anyone in that high alert area is going to get shot if theres any doubt.
Don't get me wrong I agree that certain accusations of racial profiling are suspect. As you say if you live in a high crime majority black area the chances are more black males will be stopped, arrested etc etc.
But .... your police over there are adversarial by nature and by policy. They see the population as a threat rather than community to serve.... and the institutional racism exacerbated that "them vs us mentality" in poor black areas (which are poor black areas because of said same insitutional racism.)
But the deaths by police shooting figures dont lie. You are more likely to be shot by police officers in the US, whether you are an actual criminal or not, armed or not if you are black.
Police officers are more likely to get a justified homicide decision back if the person they shot was black.
So it comes back to the original point. If both the facts available and even as you say community perception exaggerated or otherwise is that the cops can literally shoot you and walk .... Running is a definite urge I think. I'd say that urge probably increases if you are in fact a petty criminal or have a record...whether you are actually committing a crime at the time or not.

The population is a threat. They're armed and everytime a cop talks to someone he has no idea if that person is going to pull out a gun and shoot him.
Also, the population as a whole are a lot less respecting of police here than the UK.
Statistically you're also more likely to be carrying firearms illegally if you're black. Kill another person. Commit a crime. Go to jail. Etc.
One thing I haven't seen a statistic on is "baiting the cops". I've witnessed this several times. When a college student working in the mall, I recall several occasions where a cop on patrol would be goaded by black teenagers yelling "pig" at him from across the hall or loudly declaring "**** the police". In every case I witnessed the cop casually ignored the provocations. (I guess they would in a crowded space with lots of witnesses).
I don't know if only black kids do this, never seen the statistics, but I never saw or heard white kids doing that in the mall. I suspect being an asshole to an armed policeman that is trained to view everyone as a threat can increase your chances of being shot.
Obviously nothing about "being black" makes you commit crimes or be an ass to the police. That's a learned behaviour or something that is done out of necessity.
This is purely a socio-cultural-economic thing. Blacks are much more likely to live in poverty, in areas and situations that allow for gangs to develop. Even ones that don't, by cultural affinity, society may put pressure on them to act certain ways. (Black kids have cultural pressure not to do well in school as that is sometimes seems as confirming to white normalcy)
There are obviously way too many innocent black men being killed and arrested and the cops doing the killing are getting away with it too often. But l don't think the problem here is ALL about racism. It clearly isn't. A certain % of it might be, but there are two sides to every story and I think the police are being unfairly represented as a whole in the media.

I agree largely with this.... look at NI policing ... had literally the same vicious circle of distrust with sections of the community. .just swap colour with religion.
Were all RUC proddy loyalist bigots out to murder Catholics? No. But there was a sizeable number within the ranks with sectarian attitudes.
Within the nationalist community there was a sizeable minority that wanted to kill the RUC.
Both the organisation and opposing community closed ranks to protect the bad "us" rather than help the good "them"
So on one side generation after generation taught to see the police as the enemy.
On the other an organisation that because it instinctively closed ranks and protects it's own will attract recruits that are in fact bigoted and violent.

Yeah.. no quick fix. This will take a long time. I think getting more minorities on the force in areas with lots of minorities (another hard task because some see it as being a traitor) will help.
I also think cops being REQUIRED to wear button cameras at all time on duty would be a good step. With serious punnishment if they don't. It will stop some abuse if the cops know that their behaviour can be monitored.
A camera protects innocent citizens and the police themselves.

You can get a tracked drone right now with a machine gun on it. you could drive it round the town patrolling. Stick a siren on it. say ok. hold this person under threat of shooting til a real cop or truck can come and take them.

Where the hell is the smart gun technology. Biometrics needed to fire it, gps installed in case its stolen... installed in such a way as it will destroy the gun if removed without a manufacturers code.
Surely this stuff is close? And if so.... amnesty swap. After that death penalty if caught with a non smart gun.... problem solved

Personally I'd also include a code that allows police to deactivate the weapon. Imagine a domestic situation ...poluce turn up.... check for registered wespons....turn them off etc... obviously the crazies thinking big govt wants to murder your babies to give to aliens and jews won't accept that one...

biometrics is a law suit minefield. Guns are easily bypassed, only work for once off i got the cops gun and turned it on him moment. The counter point is if it fails to register and cop is shot fumbling with it... law suit.
GPS in gun easy. makes perfect sense. Like serial number its the first thing to go. There's no real way to do it unless its in the firing pin TBH. a gun is after all merely a tube with a chamber on one end to open and take round and a mechanism to hit the percussion cap with a pin. You can make a firing pin to replace whatever.
IMO chemically fired rounds are the real thing to obsolete.
Rail guns or electro-accelerated rounds are really the thing to have. If you could do it. Pull the pistol and its electrically fired and accelerates round down barrel.. in that case the electronis would have gps built in and you could have it all in a seals electronic system that would be a little bit harder to crack open witout runing.
THe issue with this system of course is nobody can build one hand gun size that doesn't simply melt itself and it requires massive power.
