Does the citizen have a gun? I have never been to America but if I went and a cop told me to "freeze", I would. Lets be honest, every one knows the cops carry guns and all the cops expect people who run are bad guys so, if you were a cop would you have it in your mind that a bad guy is probably carrying a gun because I would. The whole country is a paranoid nut house and there is little surprise in the death rates.
"He moved the gun upwards.... I felt my life was in danger so BAM!" I mean if a cop can shoot an unarmed guy crawling towards him on his hands and knees and claim self defence they can probably do anything lol.
