You mean like how we got to vote on May's govt last year and she stayed in power despite nearly 60% voting for someone else. No system of govt is completely democratic as all have flaws. The EU system is a reasonable shot at how to govern a set of nations that have pooled resources but have stopped short of creating a super-state.
