If two equal offers were put before a club and one is rejected and one accepted you could be sued.
if both offers are accepted then you can basically let the player decide
If one offer is part payments etc you can reject one for example but if identical you can be done
However.... you are not transfer listing a player so its not like you are tendering for offers. in theory all offers are unsolicited. It is not even like walking into a pub and being refused to be served on the grounds the guy doesn't like you.
