The problem with these topics is indeed culture and religion. Islamically female circumcision is allowed but only if its needed for medical purposes. Some "muslims" use that to justify culture. In Kashmir there was an Indian sect that used to go to the temple waving palm leaves and loudly reciting hymns. When Islam came to that part of the world they started going to the mosques waving pal leaves and reciting Quran verses.
