I think it's a terrible idea personally. What is this 'spokesperson' going to do anyway other than be accused of grassing and taking sides ? The nuances on this board are too partisan for anybody to have the ability to be seen as being impartial. As a mod, I'm sure you're aware of this. When you make a decision to try and calm things down, half the people accuse you of being a dictator because they don't like your decision.
There are too many opposing views to find a middle ground that everybody agrees on. Take this whole HIAG thing for example, some people think he's being hounded and targeted, others think he's simply getting his arse handed back to him for his crap wumming.
The only middle ground that I think would realistically work is to say, if you don't like it on here, don't come on here.

I think brb just doesn't want the hassle of people grassing each other up. So, if he appoints a spokesman the idea is that it all goes through him - or her.
That's why Sky is perfect. He's a lazy **** and will leave everybody to just get on with things.

First of all, this spokesperson would need to not give two ****s about being accused of taking sides.

As far as HIAG, both statements you made are true. He is being hounded and targeted regardless of whether he WUMs or not, BUT when he does WUM, he gets his arse handed back to him and comes out with ridiculous statements about being a WUM master etc.
The problem is, when he ISN'T wumming, the bile towards him spills on to other threads and makes things toxic.
People just cannot leave their **** at the door.
If HIAG made a WUM thread (Like the Leicester spiral thread for example), he can expect to get the piss ripped out of him in that thread, and rightly so, because it was ****ing stupid.
BUT, if he then makes a sensible comment on another thread about something entirely separate and cocks chime in and start ribbing him for **** he said in the Spiral thread, then it becomes a problem.......it really wouldn't be too hard.
