Part of the reason the technical area exists is to stop flash points that Wagner's actions caused. So Wagner lit the touch paper, But monk reacted in a petulant manner. Both at fault in my opinion. If monk had done what Wagner did we'd likely be lauding him for his passion. I think what monk was trying to say, re his values was: you don't act disrespectfully, and if someone does to you/your team, you front up to them. I think both managers were wrong, but actually I quite admire the passion and traits they displayed.

"A person" refers to anyone not permitted on the field of play by the referee. "without lawful authority or lawful excuse" means without the referee's permission. The only reference to spectator is in defining the areas within the stadium that are out of bounds, effectively. If you're going to be pernickety, there are public order offences that apply to his actions too. By his illegal incursion, he could have caused a pitch invasion, which no doubt would have developed into a riot. He was also guilty of common assault in the way he grabbed Monk. Note that Monk's hands were in his pockets throughout. Not me, I'd have been swinging wildly!

It's the whole Act, section 4 is only part of it, but the whole Act governs spectators. It was all part of a raft of legislation brought in to hammer football fans with harsher penalties than a normal member of the public would get for the same offence.
