Do not believe the Murdoch/ Tory media. Riots happen because something is wrong in society. Of course the Tories want you to believe it is 'mindless thugs' because it gets them off the hook for creating conditions in which people riot not just in the 80s but in 2011 too!!!
Of course, none of this provides an excuse for people to go out on the street and destroy people's jobs, homes and property. However people need to think a little bit more deeply about why kids all over the country would get involved in this. It is not just the usual suspects, it is kids who have no hope of furthering their lives through normal means because their education and neighbourhoods are being slashed to ensure that the bankers who created the problem in the first place can have their nice big bonuses back again.

My job is to educate and control the kind of young man who is likely to be ringleaders in this kind of thing. Some of the young men I deal with are physically large and have a record of violence. It can be done by being sensitive to the reasons they behave like they do when appropriate and also by physically restraining them when this become necessary. I work with abuse, threats and violence.
The point is...a measured response works most of the time. Consistently enforced boundaries little by little work to encourage young people to face up to their behaviour and make changes which will enable them to live within society.
Unfortunately, most educational settings do not have the resources or training to deal with behavioural issues in the way my colleagues and I are able to. And sadly, many parents have no intention of or give up too easily on enforcing consistent boundaries.
Spending cuts will most certainly impact on local authorities ability to offer services like I provide. Furthermore, eroding young people's futures by cutting education generally and pricing them out of further education leads to a situation where the very bad kids can lead some potentially good kids down the wrong road.
I think I talk about this with some expertise and another thing...all you tough talkers need to consider this...
I risk my personal safety on a daily basis dealing with violence and aggression from young men.
It's not tough talk from me...it's bitter experience!
