Football manager has the worlds most comprehensive scouting network. I still wouldn't use it to help decide how good a player is though. But it's useful for finding out what type of player someone is, for example if they have a player down as a big, strong target man who's good in the air but slow and not the best finisher, that's exactly the kind if player he'll be. FIFA ratings are dog **** though, they have big names and a lot players in the 5 big top flights pretty accurate, but start going into lower leagues and most foreign leagues and its just made up ****e. On the last FIFA fryatt was faster than gedo FFS, and little Steven Quinn is a dominant force in the air.
I thought we used Prozone at city. Why would any professional manager not use it to have a look at player stats, combine that product with something like Octopro and you can see who would fit into your squad statistically. Using computer generated video is really not going to do anything but entertain surely.
