if you take a look at the championship most of the clubs that received the 'parachute payment' over the last few seasons are struggling, so what happened to the money? Small clubs like Watford and Bournemouth seem to have got it right, funny old game

As far as I can make out, some clubs anticipate the parachute payments and spend them on wages before they actually receive them. Then when they are in the championship, the standard has to fall- There are many examples of this currently in the championship. Derby looking to have finally recovered from it.
They will if they don't keep hiring clueless managers like Owen Coyle for example and buying terrible players
They could but I can't see them getting there in the next three years. They'll have to build a strong team gradually and cleverly.
