    That's true but whn he says registered does he mean professional or just those registered with the FA at all ranks. if it's the latter then i suspect that lack of people wanting to be referees and costs of pitches are an issue. Additionally, other activities such as oil painting, spending all day in the pub or enjoying a nice day in the countryside fellating badgers are now all more popular than playing football - it's true because ER told me he read it in Nexus.
