If all devices connected to your router/modem are slow then the fault is with the ISP, or, the router/modem, or your bandwidth is being hijacked by a near neighbour if your wi-fi is insecure.
Could be. My mum had a problem with a 7 year old Virign modem. It would drop it's internet connection whenever any media streamed (like a video) and the only way to get it back was reset the modem. I put two different routers on it and the problem persisted thereby proving it was the modem. Virgin refused to accept that and tried to bullshit me. I lost the plot and got into a big argument with their tech guys and they actually refused to come out or replace the modem. Fuddy, the rottweiler, got onto the case, and got my mum a brand new router/modem, a tivo box, and a reduction in her monthly payment.
