I've no idea about the first question, but the second is Leroy Rosenior, who managed Torquay for a grand total of ten minutes.
I think at the time Terry Neill was but not sure if it's been beaten since. Steve Claridge for shortest (time)? Strachan for shortest (height)?
In addition to Neil, Graham Taylor was also 28 when he took over at Lincoln City, but beating them is Chris Brass, who was 27 when he took over at York. There probably has been someone younger though.
