Strictly speaking no one. Neither has done wrong however if an officer has asked you to do something and you don’t. Then I don’t know if that is an offence or not?
but the officer then verbally abuses the bloke. I’m not aware of a law saying you can’t park in a perfectly legal space if there’s a radgie scouse copper wanting a clear line of sight to screw over motorists.
The guy pays his Tax so he can legally park where it's allowed there were no signs up advising him he could not park there, nor were there any yellow lines on the road or the kerbside The officer has verbally abused the car owner, and had that been the other way round that would give ground for the officer to arrest him If the car owner was doing anything illegal then why didn't the officer arrest him or have back up to arrest him I believe he was not a police officer at all as he has 'Police Staff' on his back which is totally different many police forces employ civilians to operate these camera vans which I'm also led to believe you can contest any ticket issued by a civilian
Like I said. I don’t think anyone has done any (legal) wrong. Having said that. If a police officer asks you to do a reasonable thing and you say no. I don’t know if that is obstruction of justice. **** me either way Bruce should be arrested for it.
