His rights are worth what someone will pay for them, just as is the case with anything that can be bought or sold. That he is English and could play immediately for most of the top teams matters because many of said teams (particularly the two biggest spenders) struggle to meet the quota on home-grown players, thus expanding his value beyond his ability.
