The OP has obviously never seen the PL rule that states the Premier League will consist of no less than 20 English or WELSH tams
I see no problem with non-english based clubs being in the English Football League system. Look at the SPL, it's boring and there's only 2 clubs worth mentioning. Basically the same as your theoretical Welsh league (Swansea and Cardiff would win everything just like Rangers and Celtic). Why not move into a league where the clubs are on your level or at least a challenge. The only thing that is keeping Celtic and Rangers from going into administration is the guarntee of European football, without this they'd have nothing. I'd love to see Rangers and Celtic in the English game. They may hit a dip of success but I'm sure they'd eventually rise as a decent force as Cardiff and Swansea are doing!
