It is getting back, closer to what the offside rule used to mean - basically being applied to any 'forward' in an offside position. It WAS stupid to not declare a player offside - purely because he 'missed' his attempt to connect with the ball. I don't think the new rules go far enough - because I'm of the opinion that if you're not 'interfering' with play, you shouldn't be on the pitch. I believe that any player in a forward position is at least a 'distraction' for defenders - who need to consider 'covering' the movements of THAT 'impassive' player - and therefore the defenders cannot dismiss this player. I can see the (assistant) referees wearing out their flags ! - and fewer goals all round.
