The Football League can block any move Watford try to make Its completely up to them as Watford have this silly half arsed transfer embargo on them
It's interesting that the paper seems to think that there is nothing to stop them doing exactly the same thing again this season ... The transfer embargo, as far as I understand it, actually related to events under previous ownership i.e not the Pozzos and the current ownership. Now I'm no lawyer but it would seem to me that the FA would find it difficult to use an embargo imposed because of those circumstances to block 'loan moves' like the one mentioned purely because they don't like them. I think they would have to rely on a separate mandate entirely to block this i.e that foreign player loans have to meet domestic loan arrangement criteria - and that could well be challenged under EU law - i.e cross border movement of workers within the EU.... we'll have to see.
The vote was on Monday, it was passed unanimously and the loan rules will be changed ahead of next season, with new foreign loan limits in place(precise details not yet decided). They'll probably still find another way to get round it.

I read it as saying that they expect to use their links via the Pozzo's, not that they can loan the same amount of players this coming season (and with the rule change they couldn't anyway). You are right - Bassini diverted money from transfers into his own accounts (from memory). The embargo is to ensure that the paperwork is in order and that monies go to where they should do. Nothing more. As you rightly say, the FA would have to rely on something else (ie the new rule change on foreign loans no longer being classed as transfers) to block any loans to Watford (or anyone else). I have read fairly recently that the lawyer who acted for Bosman is looking at whether to challenge the FFP rules. The rule change on loans may be something else for him to look at
There is way around it but its a big risk to Udiense and Watford Watford would have to either pay out big wages or fiddle the accounts
