As I understand it, we can buy players but won't be able to register them with the SPL till we come out of Admin.

Didn't Dundee get a transfer ban a year or two ago? I seem to remember it from football manager
Yes, but only while they were in Administration. Rangers too are still unable to register new players with the SPL while they are in admin.
What the SFA illegally tried to do was impose a year long transfer ban effective even if Rangers come out of administration.
