Better training facilities would allow him to develop the players already at the club and reduce the need to dip into the transfer market as often. The fact we don't have one already but have spunked £5m on Balde and Pukki tells you all you need to know about how the club was being run previously.
Have we already agreed to build this ****er, but Lawwell has pulled the strings to make it look as if it's Ronny's idea to build it, instead of buying? It's cheaper to maintain a building than it is to pay a couple of recognised footballers.

According to the article Strachan complained about the size of the indoor pitch as far back as 2008 It makes sense to augment the facilities year-on-year. It's essentially the same thing as Deila improving the players.
