I came across this Norwegian article and found it interesting!
I've just google translated this, so hopefully it's readable for you guys.
[NSFW]It is perhaps not surprising that England are struggling to compete with their national team.

For when the clubs announced their players troops this season's Champions League, soaked it not exactly with the English.

Despite the fact that the Premier League has four teams in the tournament, only 17 Englishmen who will play in club football's most prestigious tournament this winter.

    82 Spaniards
In comparison, Spain 82 players, while Brazil - which, naturally enough, did not have any clubs with - has 76 players divided among the 32 clubs, writes Diario AS.

Only twelve of the 17 were in action in the tournament's opening round, with Manchester City as delinquent. Only Joe Hart got place in the starting lineup, while James Milner came on as a substitute against Bayern Munich.

Sweden has only Malmö FF in the tournament, but our neighbors to the south can still boast of having two more players than England. And Belarus boasts of having 16 players in the tournament.

Most players in the Champions League:
    1 Spain - 82
    2 Brazil - 76
    3 Germany - 56
    4 France - 44
    5th Portugal - 36
    Italy 6 - 34
    7 Argentina - 24
    8 Turkey - 22
    8 The Netherlands - 22
    8 Russia - 22
    Sweden 11 - 19
    England 12 - 17
    13 Belarus - 16
    14 Belgium - 15
    Greece 14 - 15

    Two Norwegians
Without Norwegian club participation, the duo John Arne Riise and Omar Elabdellaoui the only Norwegian feature this season.

Elabdellaoui played the whole game after Olympiakos beat Atletico Madrid, while Riise was not in the squad in the APOEL match against Barcelona.

The discouraging numbers give the English cause for concern. Teams Manager Roy Hodgson does not set up Champions League games if he wants to see their candidates in action.

So it is perhaps not surprising that the English Football Association (FA) now wants to introduce rules that reduce the number of foreigners in English football - while providing better conditions for young English talent.

    Wenger supports the proposal
Arsenal manager Arsene Wenger understands that the FA wants to do something. And think the proposal from the FA chairman Greg Dyke to prohibit the lending of players from countries outside the EU can act.

    - He has a point that it can be difficult to acquire young players from countries outside the EU when one can not rent them out, he said at Friday's press conference.

Under Wenger Arsenal have been one of the clubs who cared least about using young Englishmen. Instead, he found talent worldwide.

But lately there has been a shift towards the Gunners have young English players. Now players like Jack Wilshere, Kieran Gibbs, Theo Walcott, Danny Welbeck, Alex Oxlade-Chamberlain and Calum Chambers much playing time. And in addition, the talented youngsters like Isaac Hayden, Chub Akpom and Jack Jebb.

    - England is about to get the top, top players, but there is still some way to go, says Wenger.[/NSFW]

Premier League may be the best league in the world, but England is definitively not one of the best teams out there.
One of the main reasons? There are not enough English players in the league.

We (Sweden) have got more domestic players represented in the Champions League than you guys.
We've got one team representing us (Malmö FF), whiles you lot have four teams. According to the source there's 17 English players registered in the Champions League squads, one more than the mighty Belarus. We've got 19 players in total registered.

From the 17 available players, 12 got some game time.

Most players in the Champions League

    1. Spain - 82
    2. Brazil - 76
    3. Germany - 56
    4. France - 44
    5. Portugal - 36
    6. Italy - 34
    7. Argentina - 24
    8. Turkey - 22
    8. Netherlands - 22
    8. Russia- 22
    11. Sweden - 19
    12. England - 17
    13. Belarus - 16
    14. Belgium - 15
    14. Greece – 15

that English players only play in england so it's naturally bottlenecked by only 4 teams

could easily double that number if players were willing to go abroad

Yeh it's all about money, and it's not capped so that the essence of any sport - competitiveness among teams - is greatly devalued.

As long as the EPL pays double the wages of the other European leagues we will be flooded with overseas players thus reducing the chances of new English talent developing as clubs need instant results

Even looking at City....just how many English players do we have & we are small bit part players when it comes to wages

Pretty damning statistic, but no real surprise, our coaching and style of play from the youngest ages is not conducive to producing top class players

Though money isn't the whole answer... Spain probably pay their players roughly as much as premier league teams do and they're right up there nationally with plenty of Spaniards playing in their league as well. Could almost argue similar for the Brazilian league.

You could argue it's only the top Spanish teams that fork out shed loads but they still have 'lesser' teams like Atletico coming through and upsetting the applecart every once in a while.

I think it's more to do with English clubs youth policies than anything. Many players are probably good enough but they either fade away due to multiple reasons (money/fame/stupidity) or they just don't get enough of a look in to develop into top players.

Gerrard and Rooney have played consistently from a young age and have been our best players in recent years. Robertson had a relatively bad game on Monday but he won't get dropped, we'll stick with him and he'll likely turn into a leading star for Scotland. We need more examples like this for England in order to compete.
