Not exactly, it's the same as before except the rules on when an incident has been seen by the officials are relaxed a bit. The ref still has to not see the incident or have an obstructed view, so they can't "re-ref" it.

If I did that to you on the street, it's assault. There isn't one good reason that decisions can't be reviewed.
If the verdict is blatantly wrong, you should get a retrial.
So Wes Brown's red will be overturned. They're perfectly happy to re-ref a decision there, so why not the other way round? Everyone knows it's a red. Rodgers knows it, Mirallas knows it, Martinez, despite his pathetic excuses (again) knows it.
