I've always thought of Danny Mills to be intelligent and articulate. Thought he performed well in that one competition (World Cup?) for England as well.

In county cricket, part of how the money generated by the ECB is distributed between the counties is based on how many English qualified players each county plays - and in particular, young English qualified players. The more game time you give to them, the more money you get.
I'm no lawyer, but I'd imagine that the FA/PL going down this route (with regard to distributing Sky money) is likely to be more of a go-er than a quota system. I just can't really see how a quota system would be allowed to stand.

I like the idea but I don't think the FA could generate enough money to distribute to the clubs for playing home grown players in comparison to a better league position a few foreign players could get a team.
It is the Sky money that is the biggest carrot in both cricket and football, the thing is Sky have opposite agenda's in the two sports.
In football their interest is in the domestic league and will invest to promote and improve this. They have little interest in the national team as they don't have and probably won't get the rights to the big international games. So why try and improve the national team at the expense of the domestic league?
Their interest in cricket on the other hand is all about the England team. They have the rights for every international England play and international cricket is much higher profile than domestic cricket. Therefore England's success is of huge importance so they are willing to invest in getting the better English players through, rather than counties use endless numbers of kolpak players.

Yes, it would surely require co-operation from both the FA and the PL - between them deciding how to implement this within the dishing out of Sky's millions* - for the idea to even get off the ground. But it would appear that the PL have little interest in co-operating.

It is not the lack of good young English footballers, it's the lack of any good young English COACHES & MANAGERS!!!
Why is this always completely looked over? We have a massive of pool of young talent, some incredible players coming through every year. Think of some of the great English players since the beginning of the Premier League, the list is endless. Then try to think of a list of good English managers and coaches. It's very difficult. No English manager has won the Premier League, that is shocking! Four English managers currently in the Premier League says it all.
The FA tried to cut corners by getting foreign managers to do the England job. This was wrong, they should be sending English coaches and managers to the continent to learn their trade.
