Its a bit late for Cellino to start managing expectations and blame shifting.... I read his words as Cook and Taylor are been sold and we wont be making any decent signings. But he will blame the minority shareholder for both. As for the problem that needs sorting out for good, it's only two months ago since Cokey Cokeyheadio said all the structural problems were behind us and he was going to now concentrate on improving the team.
