An apology should come from Ramires, who made no attempt to play the ball but shoved Suarez off his feet and ultimately into Terry. Just like you should be careful clearing a ball when facing your own goal, you should be careful fouling an opponent when facing your own player. Hopefully the injury isn't as bad as it looked.
