Not worth the paper its written on. Dozens have been turned over in the name of progress. If we were ever to make the promised land and become a major player again we would have to rebuild 3 sides of the ground ( its decrepit and falling down) or move to a new build.
An AoCV can be used as a reason to refuse planning permission for change of use or demolition. In other words, Elland Road cannot be used for any primary purpose other than a football ground, while it is protected by an AoCV.
In practice commercial reasons knock over these things time and again. If it prevents the club moving forward to a bigger or better ground is it a good thing?
I think it's a defensive measure. Don't see it would stop a positive move to the benefit of LUFC I know it could - in theory - be misused, but you're not one of those cup half empty chaps, are you, Glory?
