There is a Brit living in a mill here alongside the river. He uses his cellar for a washing machine and other similar things. He has built metre high platforms to stand these electrical goods on and so far has got away with it. He couldn't understand it when a local builder refused to install a loo down there, and refused to believe that there was a chance of a back flow. He has been to at least six builders that I know of and they all say the same thing. I expect he will find someone in time who will take his cash then leg it.
