In 2019 the Summer Transfer Window closed before the first Premier League game It's been decided to move it back to 1 September this year. While I could see what they were trying to do, to make it before the first game, I think it did pout our clubs at a disadvantage to the rest of Europe. I assume the EPL window will move to 1 September as well.
