We all knew, as soon as FFP was announced, that it was a way for them to hand fines and pull money in from the elite. There was no other cause for it, it is not there place to tell people how to run their business, plain and simple. The morals behind it are unsustainable as effectively a team from a bigger city, if FFP was as 'pure' as they say, would have a mega advantage. It was always money printing bullshit.
They should be fined by however much they go over the limit. They overspend by 100m, they get fined 100m
