    The FA today (Tuesday) released the following statement:

    The FA can confirm an Independent Regulatory Commission will shortly hear charges brought against QPR in relation to alleged breaches of FA Rules.

    The hearing will commence on Tuesday 3 May, with a decision due on Friday 6 May.

    Queens Park Rangers FC has been charged with seven breaches of FA regulations.

    The Club charges relate to the player Alejandro Faurlin and concern the alleged existence of an agreement between the Club and a third party in respect of the player's economic rights, and the alleged failure by the Club to notify The FA of that agreement before the player was registered to play in England in July 2009.

    These charges are brought under FA Rules C1(b)(iii) and E3, and the Third Party Investment in Players Regulations, A1 and A2.

    The Club is also charged with allegedly using or seeking to pay an Unauthorised Agent in relation to the player's registration in July 2009. This charge is brought under the Players Agents Regulations, A1.

    The Club and Club Official Gianni Paladini are also charged in respect of allegedly false information contained in documents submitted to The FA in relation to the same player signing an extension to his playing contract with the Club in October 2010. These charges are brought under the Players Agents Regulations, C2, and FA Rule E3.

    QPR and Mr Paladini have both indicated they are denying all of the charges and shall be contesting them at the hearing.

    The FA, QPR and Mr Paladini shall be making no further comment until the charges are resolved.

    They will make an announcement just before we're due to play the last game of the season! Let's hope it's so they can officially name us champions.

    That's a very interesting statement.

    What can we deduce from the fact that the findings, together with any penalty, will be announced the day before the last day of the season?

    Whatever the findings are the authorities must have a view already on what measures they would impose if our club is found to be guilty of the most serious rules infringements. If the final league positions are altered by any points deduction then surely there will be a protracted appeal situation.

    Either any penalty invisaged will not alter the final league positions or they've set up the biggest cliff hanger you could possibly imagine.

    A decision due on the 6th May seems ludicrous to me, how can the fans enjoy the rest of the season and the players will be unsure of the situation too.
    I cant see how a points deduction can occur that late as any appeal will drag on past even the play off dates, even if it was just a fine I would expect it to be contested anyway.

    Interesting scenario. Why does it have to be us - and this seasons of all seasons?

    This is clearly going to need massive stage management to avoid all sorts of implications for us and other clubs.

    Problem is, the slightest indication that suggests the Independent Inquiry have in any way pre-empted its decision(s) or otherwise been influenced by the FA with regard to points tampering will inevitably lead to complaints by the club's lawyers.

    But the FA appointed the Inquiry panel and must have planned for every eventuality - or face the prospect of having to dig themselves out of a massive hole in close season. God, what a mess!

    What are the chances of a points deduction being applied next season? Ouch! The owners would have to consider a huge investment by today's standards to keep us up in the money. If it don't rain, boy don't it pour down...

    Hi everyone, Norwich fan in peace - this has been cosidered on Norwich 606 forum, someone has suggested that they've chosen the date deliberately so they can see how many points they can deduct from you whilst leaving you at the top of the league. If you are going to lose points, I hope that's what they'll do, it would be so unfair to take too many points, you've been the team to chase all season.     Nice sentiment Dave and appreciated however I fear that the scenario you describe can't transpire as it would be ridiculous for the panel to find us guilty and then impose a points deduction that is in effect meaningless.

    Hard as it seems, if the case against us is upheld then they are bound to have to impose a penalty which I suspect will be sufficiently harsh to put us into the playoffs.

    What would be even more unacceptable is if all this takes place weeks after we've already been acclaimed unassailable champions which could be very soon.

    We're not gonna have any fun for a while yet I fear.

    Safe thinking Canary Dave, it would certainly save a catastrophe and keep the bricks in place in so many ways.

    It would also pave the way to impose a massive fine (where such things are not capped at reg. stage) without too much fear of the Rangers reps lodging an appeal - unless points and fine can be kept separate.

    Tend to agree with old-timer-anger tho': sure looks like a whole pile of do-do heading this way and not much chance of ducking.

    What a mess... what price Mr Paladini these days?

    CANt SEE ANYTHING BUT BAD NEWS COMING FROM THIS...

    A) Were found guilty points are deducted and we finish second
    b) Points are deducted we finish in play off's the whole squad are hit hard and we struggle...
    c)guilty and large fine which could effect the money the club wish to spend if we go up

    d)this is all just a bad dream......

    Reckon the canaries could onto something there ,the lily livered FA and FL have to be seen to be tough(haha) yet theycant screwup the whole league standing on the last day(can they?) Hope and believe you will go up as champs with points intact and a fairly hefty fine!

    Really bad feeling about all this,

    The regs at the bottom of this post came into play on the 4th July 2009, i think we signed Faurlin a few days later, considering how our club was being run at the time, I'm guessing a right royal **** up has taken place.

    The rule C1 b iii was changed in May 2009 to the following 'No Club shall enter into a contract which enables any party to that contract to acquire the ability materially to influence the Club&#8217;s policies or the performance of its teams in Matches and/or Competitions. This Rule shall be applied in conjunction with any regulations governing Third Party Investment in Players as may be adopted by The Association from time to time.'

    If when we signed Faurlin a 3rd party in any way owned part of his registration - then i think under the rules at the time we are ****ed.

    One thing the above says an Independant Regulatory commision will hear the charges, the below says a regulatory commision of the association will determine the outcome, not sure if this is one in the same thing, but if not surely using an 'independant' commision is not what the rules say and smacks of the FA trying to remove themselves from any protracted future legal case.

    Regards the other charges about the the agent - does anyone know the name of the agent being reffered to, you would of thought this was black and white, either he was Authorised at the time or he wasn't, if we have paid or even offered money to an unauthorised agent, again under the rules we are ****ed.

    My biggest issue is simply this if we have broken the rules we deserved to be punished. BUT the punishment for such offences should be clear, fair and equal for all, basically the punishment should be known to all in advance, the only determination should be - are we guilty or not, not what punisment should be imposed, basically they are going to make the punishment up at the time, this is only going to lead to inequalities in punishments and more and more protracted legal cases, it doesn't need to be like this.

    These Regulations are made in accordance with Rule C.1.(b).(iii) of The Association and are binding on all Participants.
    Any breach of these Regulations shall be Misconduct and shall be dealt with in accordance with the Rules of The Association and shall be determined by a
    Regulatory Commission of The Association. All other decisions by The Association pursuant to these Regulations shall be made by or under the authority of
    the Football Regulatory Authority and shall be made at its absolute discretion.
    In dealing with any issue under these Regulations, regard shall be given to the substance of any dealings or arrangements and not just their legal form.
    Definitions are set out in the Rule A of The Association and Section D of these Regulations.
    These Regulations come into effect on [4 July 2009].

    Good Day Cannock ur correct the rule came in on 4th of july 2009 and Faurlin was signed on the 7th

    However the rule was not passed untill the 4th August and back dated a month... It seems the club ar epretty confident my biggest worry is the efect not going up should that be the case would have on the squad.
    I think they are waiting to see how many points we end up with i.e if we 6 points clear they will deduct 5...meaning only a loss and a win for the 2nd placed team will stop us going up as Champion's. I cant see them deducing over 10 points... Maybe a point for every rule we broke lol

    Seems to me this all hinges on when the rules become the rules. Is it when the League/FA dream them up or when they are in fact passed.

    Also how were all of the clubs in the league notified between 4th. and 7th. July. Bearing in mind that this is during the closed season when many clubs have only a skeleton staff. It's also in the middle of the transfer window when deals and negotiations are taking place everywhere. How can we in all fairness be guilty of a rule infringement on 7th. July for a rule that wasn't ratified until 4th.August.

    If the dates of the rule enactment and our signing are the only issues then we can only be guilty of a breach by way of a technicality and therefore any punishment should be appropriate and certainly not enough to cost us the championship.

    Good day to you Qpranger100 - i must say Not 606 seems to have a much friendlier tone than 606, - i like it.

    How can the FA say a rule is effective from a date prior to them passing the rule??? Seems bonkers or is it just me.

    Equally on that basis - you can understand the club seeming pretty confident, however the Rule C1 biii was amended in May 2009, the bit about 'This Rule shall be applied in conjunction with any regulations governing Third Party Investment in Players as may be adopted by The Association from time to time.' might still **** us up although trying to comply with a rules that 'may be adopted from time to time' would seem pretty difficult to me.

    Do you know who the agent was, i'm assuming its a friend of Paladini....
