They're all rehashes, but I think that Skyrim has more of a clear run at things, because it's on it's own in a market rammed full of rather similar FPS sequels.
I haven't seen anything that makes me think that the other two are doing anything revolutionary, so I'd have to go with the Elder Scrolls game, personally.
