But the UK doesn't own it's rich people and decide how much money it can take from them. The UK has to compete for business for rich people just like any other industry has to compete for business. If you are too expensive then I will take my business elsewhere - and like a lot of other businesses it's the less well-off people who do not have the ability to take their business elsewhere who pay proportionally higher premiums. We can be idealistic about forcing people to pay their fair share to the country, but when a person is a 'consumer' of states you have no right to demand their business when they don't want to partake in what you have to offer as a country.
