I think I am right, but not 100%, that Enrique WILL be eligible to play for England next August.Owen played for Wales at youth level,and Giggs played for England.But more importantly Arteta played for Spain u21s, and everyone knows he is eligble to play for England

Enrique will not play for England. Eligibility is one thing, but it's based on nation states. Being eligible for England by residence also makes you eligible for Wales, Scotland, and Northern Ireland. The home nations have a gentlemans' agreement not to pick players based on residence as there would be a ridiculous scramble for each eligible player.
Whereas unseemly scrambles for players based on a couple of years' schooling in a country (Scotland for instance) is perfectly fine apparently.
