I am not sure exactly what changed here but thankfully these scenes as per your link do seem so alien now in England. I recall being chased by Man Utd fans down CR the day where they decided to take the Barclay End apart and on another occasion being set upon in a railway cariage returning home from a game. Stories of rival fans meeting for a fight at motorway service stations were rife 40 years ago with Chelski, Leeds and Millwall heading the show. It is good to see more families going to football now, it certainly was not the case in the 70's.
