well what i have heard the fa said the reason why west ham only got big fine is that they did not break the rule they just forgot to put in paper work in for the player so they did not break the rule. but qpr have broken the rules as there player faulin was owned by 3rd party and unlicensed agent but tevez was not owned by 3rd party or unlicensed agent they just forgot the paper work. well done city for gaining promotion i will be there as always cant wait untill we play the big guns like man u and chelsea
