As cologne posed the question, I'm going to say Helmut Kohl.

It was indeed Helmut Kohl whose knowledge of English was extremely limited. The German language uses the formal you (Sie) and the informal (Du) and he wanted to ask if he could use the informal not knowing that English only has one form - The German question 'Darf ich sie duzen' (Perfectly normal in German) came over horribly wrong in English - thus leaving Maggie momentarily lost for words. Over to you Barrie.

It would make sense in German as there is a polite and formal format for 'you' (Sie) and the informal / familiar / speaking to a child format (Du).
Hope I'm not treading on your toes Cologne...
