La Liga, for the simple reason that Sam Alolardyce wouldn't last two seasons there - he's lasted a decade in the Premier League.
The average technical ability of La Liga teams is better than the PL. But the PL is far more competitive.
EPL. La Liga is just for the top 2 - who get most of the TV money in a way that doesn't happen here. Atletico have been genius to keep up with the other 2, but it won't last. At least over here there is a fairer distribution of TV money and the differential is only about CL qualification or not. The quality goes deeper here, Spurs (until recently) can give Arsenal and Liverpool a run for their money, no one is keeping pace with Barca.
Prem all day. Much more competitive, even if we do seem to lose a few superstars, more are often created and the league as a whole is much more exciting. La Liga, Bundesliga, Serie A - without their dominant teams, would have a **** league. We could lose City, Chelsea and Utd for instance and still have a league that people would find entertaining due to the talent in other sides. Take Barca/ Real/ Atleti/ Bayern/ Dortmund/ Juve out of their leagues and it'll be like watching the SPL.
Another way to look at the depth of the leagues is to count the teams who have finished top four for the past ten years Premier League: 7 (Arsenal, Chelsea, Everton, Liverpool, Man City, Man Utd, Spurs) La Liga: 11 (Atletico Bilbao, Atletico Madrid, Barca, Malaga, Osasuna, Real Betis, Factitious Madrid, Real Sociedad, Sevilla, Villarreal, Valencia) More clubs are qualifying for the Champions League from La Liga than from the Premier League, so how exactly does that mean the Premier League is weaker? While it's true that it requires a bad season from Barca or Factitious in order to break the monopoly of the top two places in La Liga. the other two CL spots are up for grabs - unlike the Premier League where all of the top four places are a closed shop, so any talk of the TV money being shared equally is negated by the same four pigs nuzzling at the Champions League trough every season unless Man Utd have a bad season.
City and Chelsea don't beat the lower teams by large score lines on a regular basis like Real and Barca seem to. I know we've been on the end of some pastings recently but it's not like it was a frequent thing until last season. The lower teams in la liga seem to just make up the numbers whereas over here smaller teams like Swansea, Hull and Wigan have found themselves in cup finals and made some impressive top half finishes. I don't keep up with la liga but other than Sevilla winning the Europa league, when was the last time a team outside of the top three over there won anything, or even made it to a final for that matter?
PL, hands down. Two exceptional teams at the top and four or five half decent other teams don't make La Liga better overall. There are few easy games in the PL. Most teams have big squads containing many international players. The competition is stronger. Look at the quality of player teams like Hull, WBA and West Ham have been able to recruit. I bet few La Liga teams would cope with the unremitting pace and intensity of our league from August to May, with no winter break.
For me, the simple answer is that La Liga's best are streets ahead of the Premiership's best. Maybe excluding Chelsea. The Premiership, overall however, is more competitive. There are very few easy games in the Prem -unless you're playing Sunderland, of course. (With apologies to the Mackems )

La Liga have 6 or 7 of the best 10 players in the World, in my opinion. After the top 2 and whichever of the 4 or 5 below that decide to have a good season they are very poor though. Tactically it's a poorer league but on technical abillity they're well ahead of the PL or anyother league.
The TV money distribution may soon change in Spain to a model similar to the EPL. If that happens and the Sevillas and Valencias don't have to sell their best players every season it will become much more competitive, but with better skill levels.
Our mid table and dross teams are most likely better than their Spanish equivalents, whether or not that makes the league better is a matter of opinion If you look at what the teams in La Liga from about 7th down spend in transfer windows it's obvious why
As most have eluded, it's a case of how one defines the parameters of "better". I'm choosing to say better is greater intra-league competition, in which case the premier league is the victor.
People are saying that La Liga is the more skillful league, whilst proclaiming ours as the most competitive and fast-paced. Well, isn't is easier to showboat when you have more time to do it? We have plenty of examples of "technically" skilled foreign players coming to England and failing miserably. So much for "technique," eh!
I haven't noticed a lack of skill. Most of the skilful players are foreigners, granted, but they still play in ther PL. There are few more skilful than Silva, Hazard, di Maria and Aguero, for example, to name four A list players. But there are many others. Look at what Lamela did in the week!
We also have plenty of examples of skilled players who couldn't get a game in La Liga coming over and tearing the Premier League a new one.
