If you are going to the end of extra time then surely you can offer bonus points for saying X or Y will win on penalties...? Especially if you get the penalty shootout score right...? However, I'm happy to go with what you said
Just makes things a bit too confusing as do you get 2 points for correctly predicting result as a draw? Or do you lose you 2 points as one of the teams won the penalties etc? Keeping it simple, end of extra time is the final result. Also if it goes to pens, you dont get points if your player scores a penalty - just in case anyone was wondering.
